What is a goal?
A goal is a broad, long-term statement of the change you want to see in people or communities.
It is usually:
- Aligned directly with your mission or strategic priorities
- Focused on change, not activity
- Bigger than a single project year or grant cycle
- Clear about which populations or inequities you ultimately want to address
- Informed by the experiences and priorities of the people most affected
Examples of goals:
“Increase housing stability for survivors of domestic violence in our region, with a focus on those facing additional barriers such as disability or immigration status, as identified through survivor feedback.”
“Improve kindergarten readiness for children in our service area, especially those from neighborhoods with the lowest current readiness rates, as defined in partnership with families and caregivers.”

What is an objective?
An objective is a specific, time-bound, measurable commitment that moves you toward your goal.
A strong objective typically includes:
- Who will experience the change (or who is responsible), with enough detail to see which groups are included
- What will change (knowledge, behavior, status, condition)
- How much change you expect (a number or percentage), informed by both data and community input
- By when it will happen (a clear timeframe)
- How you will measure it (data source or tool, ideally allowing you to break results out by key groups and check whether your measures feel respectful and relevant to participants)
Example objective (for kindergarten readiness goal):

SMART: A Tool for Building Strong, Fair Objectives
Now that you’ve seen what clear, equity-minded objectives can look like, the SMART framework gives you a practical way to build them step by step. It breaks the process into five characteristics—Specific, Measurable, Achievable, Relevant, and Time-bound—so you can move from a broad goal to a concrete commitment that you can actually deliver. As you work through each part of SMART, you’re not just tightening the language; you are also making deliberate choices about who is centered, whose results you will track, and how you will know whether different groups are benefiting.
As you read through each element, think about one program you know well and mentally test your current objectives against these criteria.

S – Specific
Specific objectives avoid vague verbs and generic phrases. Instead of promising to “improve outcomes” or “increase engagement,” they name exactly what will change, for whom, and—when equity is in view—which groups or gaps you most need to address.
You can increase specificity by:
- Using single, concrete action verbs (such as “complete,” “attend,” “demonstrate,” “enroll”)
- Naming the target group (e.g., “youth ages 14–18,” “parents in the home visiting program,” “residents of our three lowest‑income ZIP codes”)
- Describing the type of change (knowledge, skill, behavior, status, or condition)
- Calling out priority populations or disparities you intend to focus on
Compare the two statements below:
Vague: “Improve financial literacy for clients.”
Specific: “Adult clients enrolled in our workforce program will demonstrate increased knowledge of budgeting and credit basics, with particular attention to those experiencing long‑term unemployment.”
The second still needs numbers and timelines, but it tells your team what you are actually trying to influence and which clients you are most accountable to.

M – Measurable
Measurable objectives make it possible to tell whether you are making progress. That does not mean you need a sophisticated database, but you do need a clear way to answer, “Did this happen, to what extent, and how did it look across different groups?”
Ways to make objectives measurable include:
- Attaching a number or percentage (“80% of participants…,” “at least 40 families…”)

A – Achievable
Ambitious intentions can be inspiring. That is, until they become impossible to reach with current staffing, time, or infrastructure. An achievable SMART objective stretches your organization without setting you up for failure.
To test achievability, ask:
- Have we ever come close to this result before, especially for the specific groups we are prioritizing?
- Given our current caseload, staffing, and systems, is this realistic for all the populations named in the objective?
- Are there external factors (policy changes, housing availability, workforce shortages, transportation barriers) that might cap what is possible, particularly for communities already facing inequities?
You can still be bold. The key is that your numbers are credible when someone compares them with your capacity, history, and the lived realities of participants, so you can explain both your targets and your results with a straight face. R – Relevant

A relevant objective typically:
- Clearly connects to your program’s purpose and your organization’s larger goals

T – Time-bound
Every objective needs a clear timeframe. Without a time boundary, it is hard to plan activities, schedule data collection, or know when to pause, review, and reflect. Timeframes might be a specific date, a duration (for example, within 12 months of enrollment), or a defined period (for example, over the next school year).
Time-bound SMART objectives also help your team align expectations with reporting cycles and with the natural rhythms of participants’ lives. As you draft your own, start with one objective at a time. Write it in plain language first, then test it against each element of the SMART framework and revise until it feels clear, concrete, realistic, and aligned with the communities and disparities you most want to impact. SMARTER: (E)valuate and (R)eassess
While SMART is good, SMARTER is, well…smarter—taking a reflective pause can transform your evaluation into a continuous improvement loop. When you evaluate and reassess, success becomes less about hitting a single number once, and more about how you use each cycle of results to sharpen your approach, correct course early, and make sure your goals stay meaningful for the people and communities you serve.
The E (Evaluate) is your intentional pause point.

What is a logic model?

Resources
What you invest: the things you commit to making the work possible.

Activities

Outcome Indicators:

Where SMART objectives fit in a logic model
Your SMART objectives usually live in the outputs and outcomes sections of a logic model. By mapping your SMART objectives onto a logic model, you can see whether you have clear, measurable commitments at each stage, or whether you are tracking only activities and outputs and missing the outcome pieces. It also makes it easier to check that the changes you are measuring are meaningful for the people you serve and add up to the longer-term impact you care about.
What is a theory of change?
While a logic model shows how you plan to implement a program, a theory of change goes a level deeper. It lays out the long‑term change you are working toward, the specific conditions that need to be in place along the way, and why you believe your strategies will create and sustain those conditions. In other words, a theory of change does not just describe activities and end goals; it also names the preconditions and intermediate outcomes you expect to see, as well as the milestones and supports required to keep those conditions in place for different groups over time.
Long-term impact
The broader social change or long-term goal you are working toward, beyond any single program or funding cycle.
Long-term indicators: Regional unemployment rate, community safety index, high school graduation rate, rates of homelessness.
Preconditions and intermediate outcomes
The specific conditions that need to exist along the way to make your long-term impact possible.
Precondition indicators: Number of participants completing training programs, percentage of clients accessing follow-up services, policy or systems-change milestones reached.
Assumptions and strategy
The beliefs, conditions, and approach you are relying on to create the changes needed for your long-term impact.
Assumption example: “We assume that pairing trauma‑informed counseling with flexible childcare and transportation support will not only help survivors attend sessions consistently, but also sustain their ability to engage in ongoing healing work over time.” This can be tested by tracking attendance patterns, use of support services, and continuation in counseling across different survivor groups.
Context and environment
The policy, cultural, and economic conditions around you that can support or hinder your success.
